UST Operating Training (Class A, B and C)

As of August 8, 2012 Massachusetts required all persons designated as an underground storage tank (UST) operator to complete training and pass the UST Operator Exam. The owner of a facility is required to designate a certified Class A, B, and C operator on staff for each UST. In order to get certified Class A and B operators register for the exam through the Antea Group/API program via the web site link below. Upon passing the exam the MassDEP issued a certificate indicating the level of operator certification.

When am I required to have my employees certified and/or trained?

The EPA’s target for full implementation of the operator certification program is August 8, 2012. By that time, a certified Class A/B UST operator does not have to be on site at all times like the Class C but they do need to be able to respond to emergency calls and access the site within hours.

Who should be trained?

Each regulated underground storage tank facility must have a Class A, Class B, and Class C operator designated for that facility. Separate individuals may be designated for each class of operator, or an individual may be designated to more than one of the operator classes. An individual who is designated to more than one operator class must be trained in each operator class for which he or she is designated. Class A or Class B operators will be responsible for making sure their Class C operators are properly trained.

What is UST Operator Training?

Underground storage tank (UST) operator training is a program developed to ensure UST operators have the basic knowledge necessary to properly operate and maintain regulated UST systems. Massachusetts has developed guidelines that specify training requirements for three classes of UST system operators: Class A, Class B, and Class C. The general description for each class of operator is as follows:

  • Class A Operator - Person having primary responsibility for on-site operation and maintenance of UST system.
  • Class B Operator - Person having daily on-site responsibility for the operation and maintenance of UST system.
  • Class C Operator - Daily, on-site employees having primary responsibility for addressing emergencies presented by a spill or release from an UST system.

Where will the UST Operator training be held?

What if I hire a new operator after August 8, 2012?

After August 8, 2012, a newly assigned operator must be trained within 30 days of assuming operation and maintenance responsibilities for the Class A and Class B position. A replacement Class C Operator must be trained within 10 days of assuming responsibility for responding to emergencies. These requirements apply to owner/operators of all regulated USTs including emergency generator USTs, unmanned communication towers, and secure card access facilities.
